Mr. Harlan is a Financial Services professional with twenty years experience in financial, operational and strategic management, as both an internal and external consultant, in the U.S. and internationally. He has lectured throughout the U.S., and taught at numerous banking schools. He is President of MetaFund, a virtual, collaborative, bank-funded community development venture capital financial institution. His primary responsibilities at MetaFund are investment development, structuring, and management.

Prior to joining MetaFund, Mr. Harlan was Engagement Manager for a Boston-based IT and Operations consulting firm, where he managed projects at large banks nation-wide. Among other projects, he managed the development of an Oracle-based, internet-delivered, multilingual data warehouse and reporting system for a top U.S. bank, led the Y-2k compliance effort for a top 10 U.S. bank's trust operations, and converted the core processing systems for a top 10 U.S. bank's securities brokerage subsidiary.

In the mid-90s, Mr. Harlan was Senior Consultant of a nation-wide consulting firm focused on strategic management of U.S. community banks. There he was responsible for the Strategic Planning and Asset/Liability Management practices, working primarily with CEOs, Boards of Directors and management teams of community banks throughout the U.S. and Puerto Rico. He was also Project Manager or team member on numerous reengineering projects, and facilitator for the firm's CEO Affiliation Programs, wherein approximately a thousand bank CEOs met (in groups of about 20) twice a year for discussions on topics presented by facilitators.

In 1992-94 Mr. Harlan was Manager International Services for KPMG in Prague, Czech Republic, where he advised executive and senior management of the Czech Savings Bank (the largest bank and investment fund company in the Czech Republic, with 2,200 branches, 17,000 employees and universal banking powers), regarding the newly-privatized bank's corporate reorganization and design and implementation of Western financial management functions.

As an independent banking consultant from the mid 1980s to early 1990s, Mr. Harlan performed numerous diverse services for financial institutions, including acting as Director of U.S. Bank Acquisitions for an Australian public company, Controller for a large mortgage company, and Director of Quality for a regional bank. With his then-partner Tom Loy, he also conducted management reviews, provided expense reduction plans and cash management analyses, produced electronic models, budgets, and forecasts, and provided general consulting for community banks. The pair consulted on numerous FDIC open bank assistance transactions, regulatory capital forbearance plans, helped banks with capital formation and developed selling documents and prospectuses.

Mr. Harlan began his Banking career in 1982, as Financial Analyst and "Micro-computer Guru" at what was then Oklahoma's largest correspondent bank, with brokerage, check & data processing, mortgage, bankcard and consulting subsidiaries. During his five years there, he became Chairman of the General Finance Committee, President of the bank's brokerage subsidiary, and was responsible for merger & acquisition analysis and due diligence; Treasury; and special projects for all subsidiaries of the holding company, including overall project office for a successful initial public offering.

As a graduate student, Mr. Harlan taught Calculus at the University of North Carolina, and received his B.S. in Mathematics from Oklahoma City University, with emphases in Computer Science, Physics, Chemistry, and Foreign Language. He has one daughter.
